Activity Overview: This initiative aims to empower indigenous pastoral people in Moroto and Kaabong by enhancing their understanding of customary land rights and existing legal frameworks on mineral resource governance through targeted media conversation sessions and outreaches. Context and Issues: Indigenous communities in these regions have faced significant challenges due to a lack of involvement in decision-making processes related to mineral resource management. There is a notable gap in equitable benefit-sharing from mining activities on their customary grazing lands. Attempts by pastoral communities to establish benefit-sharing agreements with mining companies through Memorandums of Understanding (MoUs) have often been ignored or poorly implemented, leading to increased frustration and tension. This exclusion adversely affects their livelihoods, exacerbating vulnerabilities such as poverty, landlessness, famine, and insecurity, particularly among women, youth, the elderly, and grazing communities. Objectives: To address these challenges, the African Leadership Institute (AFLI) has outlined several key objectives for their media outreach programs: Methodology: AFLI is utilizing participatory radio talk shows, hosted by Ateker FM Moroto, a local radio station, to foster public dialogue on mineral resources governance and human rights. These talk shows will engage various stakeholders, including indigenous community members, local government officials, and national authorities. Implementation: The media conversations will involve: Impact: By creating awareness and advocating for the rights and participation of indigenous pastoral communities, AFLI aims to empower these communities to take a more active role in decision-making processes. This initiative seeks to promote equitable and sustainable development in the Karamoja region. Partners and Support: This project is made possible through the partnership between AFLI, Ateker FM Moroto, and the Directorate of Geological Survey and Mines – Karamoja Zonal Office, with support from USAID/CSSA.

Motion for a resolution of Parliament to pay tribute to the Late Hon. Cecilia Barbara Atim Ogwal for her dedicated service to the Republic of Uganda. The parliament of Uganda received with shock, the sad news of the untimely death of Hon. Cecilia Barbara Atim Ogwal, the District Woman Representative, Dokolo district which occurred on Thursday 18th January 2024.
Cross Border Pastoralists Resource Sharing Agreement
The synthesis report provides a background and situation analysis of the Cross-Border Sharing Agreement between the pastoralist communities of Turkana and West Pokot in Kenya and the Karimojong in Uganda. The report identifies the key problems that need to be addressed for these communities to achieve peaceful co-existence and sustainable development through the agreement. The agreement is supported by the Policy and Legal Frameworks of the African Union (AU), the Intergovernmental Authority for Development (IGAD), and East African Cooperation protocols and policies. The AU Policy Framework on Pastoralism highlights the significance of pastoralism in Africa, emphasizing its economic contributions, adaptive production systems, and cultural heritage. Regionally, the agreement aligns with policies promoting safe and orderly cross-border movement of livestock and herders to access pasture and water, an essential adaptation to climate change within the IGAD region. This framework is bolstered by the Kenya-Uganda Memorandum of Understanding (MoU) from September 2019, which allows for reciprocal grazing rights and cross-border access to services like education and healthcare for the Karamoja cluster communities.
Moroto Youth Agripreneur Skills Expo
During AFLI and Gudie Leisure Farm Youth Agripreneur Skills Expo in partnership with Moroto District Local Government, the empowered Youth on return from their entrepreneurial skilling and incubation at Gudie Leisure Farm Campuses in Kampala, Luwero, and Isingiro were able to display and share with the potential social investors in Moroto the several practical skills they were able to master. The most significant was their display of how the training had changed their mindset and enriched their knowledge and experiences in producing white meat and rearing rabbits, chicken, fish, and piggery. The inputs are now accessible to the trained Youth at AFLI-GLF-GOAL supported Moroto District Farmers’ Service Center (FSC) that is found along Lia Street, Opposite the MTN service center.
Karamoja Spotlight
AFLI and Gudie Leisure Farm in partnership with the Youth Agri-preneur Champions, Youth Agripreneur apprentices, the Karamoja Parliamentary Group (KPG), Karamoja Cultural Association(KCA), Ateker Cultural Center (ACC), Karatunga Arts and Tours (KAT), and Karamoja Community in Kampala Organized the Karamoja Spotlight event at Gudie Leisure Farm in Najjera. The main purpose was to open up business opportunities for Youth in Karamoja and Kampala to showcase Karamoja’s beauty, tourism, and investment opportunities to the rest of Uganda and private sector investment companies.
